Prof. Dr., METU Department of City and Regional Planning

BArch, MArch (METU); Diploma in Tropical Architecture (AA School London); MPhil in Planning (University College London); PhD (Ankara University, Political Science and Public Administration).

He was born in 1941 in Ankara. After graduating from the TED Ankara College, he received an education in the following three main fields: Architecture, City Planning, Political Science and Public Administration. He received his BSc and MSc degrees from METU Department of Architecture (1965, 1966) and AA School London (1967). He worked as a designer in the Housing and Planning Department of the City of London (GLC) (1967-1969). He received his MPhil in Planning from London University College (1971). He continued his teaching career at METU uninterruptedly until his retirement (1975-2008). Until 2016, he worked as a part-time lecturer.

He undertook the 'Urban Economics' courses and the 'Urban Planning MA' studio in the Department of City and Regional Planning (1982-2008). He gave lectures on 'Disaster Policy and Urban Risks' and 'Conservation Planning' in the Earthquake Studies program of the Institute of Science (2001-2015). He served as the Deputy Dean of the Faculty of Architecture (1985-1997). He worked on the boards of METU Research Fund Projects, Informatics Institute and Disaster Management Center. He was the founder and director of the Housing Research Center (KAM) and the editor of the Journal of the Faculty of Architecture (MFD/JFA) (1988-2000).

He received the Yunus Nadi Social Sciences Award (1992) with his doctoral study titled 'Condominium Ownership and Urbanization'. He won awards in project and idea competitions in the fields of architecture, urban design and housing, and carried out revolving fund projects. He served as expert witness, consultant and jury member for many judicial units, public institutions and international organizations.

He took part in the 'Istanbul Earthquake Master Plan' and carried out mitigation planning projects for pilot districts. He was a member of the National Earthquake Council (2001-2007). He took part in the writing of disaster management reports within the scope of National Disaster Policy (2002), Turkish Economics Congress (2004), Earthquake Council (2004) and Urbanization Council (2009).

He worked in the establishment and boards of risk management and disaster research groups of the European Association of Planning Schools (AESOP) and the European Sociological Association (ESA). He gave conferences at the invitation of international organizations. He was appointed as the European representative member and spokesperson of the 'Sasakawa Prize' jury of the United Nations Disaster Risk Reduction units (ISDR/UNDRR) (2009-2017).

His last three books published by TMMOB Chamber of City Planners are as follows: Disasters, Risk Management and Mitigation Planning: Concepts and Terms (2018, 2021), Planner's Fate in Kassandra (2019, 2021); Economics Notes for Urban Planners: The Economics of Rent and Real Estate (2022).
