"A Foça Legend: Nihat Dirim" is a biographical documentary that focuses on the life of a local administrator who has a mark on the collective memory of Foça. Nihat Dirim, who served as the Mayor of Foça between 1989 and 1999, was one of the local representatives of the society-oriented municipal governance approach in Turkey during the 1990s.

The film reveals how local governance practices and urban policy-making take shape in a coastal town, making them visible through the processes of urban identity formation and spatial development.
