He received his master's degree in 1956 and his PhD. in 1961 from Ankara University Faculty of Agriculture. He worked as an assistant at the same faculty. He worked as an agricultural engineer at the Ministry of Agriculture and DSI. He participated in studies on rural planning in the USA and Italy. He served as the General Director of Village Research and Development at the Ministry of Rural Affairs (1971-73); as the Deputy Undersecretary at the Ministry of Rural Affairs and Cooperatives (1974-75); and as the Rural Development Director at the Turkish Development Foundation. He served as the Vice President and President of the Regional Planning Section at METU; as the Head of the Department of City and Regional Planning; and as the Vice Dean of the Faculty of Architecture. He became an Associate Professor in 1983 and a Professor in 1990. Taraklı also served as the Department Representative and a Member of the Faculty Board of Directors at the Institute of Science.

He taught the courses RP 501-502 Regional Planning Studio I-II, RP 521 Introduction to Rural Development, and RP 522 Rural Planning. He has written many works on cooperatives, rural settlements, forest villages, agricultural planning and land reform.
