He graduated with a Bachelor's degree from the Department of Architecture at Yıldız Technical University in 1966. He worked professionally in architecture at the Diyarbakır Provincial Bank and in France. In 1974, he obtained his Master's and Doctoral degrees from the University of Paris-Sorbonne, and in 1979, he was awarded the title of Associate Professor. He worked as a Doctoral Assistant at the Department of Architecture and as a faculty member in the Urban Planning Division at Karadeniz Technical University. Since 1981, he has been serving as a faculty member in the Department of City and Regional Planning at METU.

GÖKSU is a member of the board of directors of the International Solar Energy Society (ISES, Turkey Group) and the “Clean Energy Foundation.” He teaches CRP 201-202 Planning Studio III-IV and CP 550 Solar Energy and Urban Planning courses. His research focuses on urban planning issues and standards, solar-powered cities, solar architecture, and solar philosophy. He has published works including Güneş Enerjili Kentler, Güneş Yeniden Doğuyor (1993), Güneş Bilinci (1996) and Küresel Isınmaya Karşı Türkiye'nin Güneş Projeleri (2008).
